All movement of commercial goods into Canada from the U.S. requires prior authorization under the Pre-Arrival Review System (PARS). PARS is a system developed by Canada Customs that allows for customs release information to be processed before goods arrive at the border.
If you are personally carrying or transporting equipment or goods from the U.S. across the Canadian border by truck or surface vehicle, it is mandatory to pre-notify Canada Customs a minimum of FOUR (4) hours prior to arrival of your vehicle at the border. This must be handled through the university's customs broker - Thompson, Ahern & Co. Ltd. (TACO). If you are personally transporting your equipment or goods, you are considered to be the carrier. Failure to pre-notify could subject you and the University to significant fines starting at $1,000.
To avoid delays and penalties, request a PARS package from Purchasing Services well in advance of your travel date. The PARS package provides detailed instructions, barcodes and forms.
Please note, that if the shipment is handled by a bonded carrier (courier, truck or air), they will handle the requirements for the university, with the exception of the Canada Customs Invoice (included in the PARS package) which must be prepared by the employee.
BE AWARE that even though you may have followed all the correct steps, the customs officer at the border always reserves the right to inspect the vehicle and its contents.
