Q. Where can I find the CUPE 1975 Employee Development Fund Guidelines for more information?
A. The CUPE 1975 Employee Development Guidelines are available on the Human Resources website under "Resources for Employees" then the heading "Your Professional Development" and click on the "CUPE 1975" link. This link will take you directly to the Guidelines.
A: Permanent/Seasonal employees with a minimum of one year of continuous, uninterrupted service (excluding casual work) will be eligible for funding. Please note: This includes eligible employees on an approved Leave of Absence with pay or employees on Disability Leave or Maternity Leave. Employees on a personal Leave of Absence without pay are not eligible for funding.
Q. What if I have a part-time CUPE appointment?
A: If you meet the eligibility requirement above, the maximum allowable reimbursement from either the Employee Development Fund per fiscal year (May 1 to April 30) is pro-rated based on your FTE at the time of your application for tuition waiver or reimbursement.
For example, if you work half-time as a CUPE 1975 employee (.50 FTE), then the maximum allowable tuition waiver or reimbursement from the Fund for Career Development opportunities would be $1000.00.
Q. What is the maximum reimbrusement for which I am eligible?
A: The fund will reimburse eligible employees up to a maxiumum of $2000.00. The fund is capped at $60,000.00 per fiscal year. Once this cap is reached, no further applications will be accepted.
Q. What if I have a part-time CUPE appointment and a part-time ASPA appointment?
A: If you meet the eligibility requirements above, the maximum allowable reimbursement from the Employee Development Fund for Career Development or for Personal/Self Development per fiscal year (May 1 to April 30) is pro-rated based on your full-time equivalency (fte) in your CUPE 1975 position at the time of your application for tuition waiver or reimbursement.
For example, if you work half-time (.50 fte) in CUPE 1975 and meet the eligibility requirements, then the maximum allowable tuition waiver or reimbursement from the Employee Development Fund for Career Development would be $1000.00.
Q. What is covered in the Waiver of Tuition and how does it work?
A: Tuition Waiver is a waiver of tuition fees for an University of Saskatchewan credit class. You must submit your application, approved by your Dean, Department Head or Department designate (not in scope of CUPE) to Human Resources, prior to the start of the class. The Employee Development Fund pays the University directly for the tuition. No pre-approval from Human Resources is required. On the Career Development Application of Wavier of Tuition form, if you have allowed permission for the Fund Administrators to verify your course results, and have successfully completed the class, nothing further is required.
If you do not allow for permission for the Fund Administrators to verify successful completion, you will be required to submit proof of successful completion within 30 days of completion of the class. A printout from PAWS indicating your name and the passing mark you obtained is sufficient for proof of successful completion. If proof of successful completion is not received within 30 days, you will be required to reimburse the Fund for the amount of the tuition waiver.
If you do not successfully complete the class, or you do not officially withdraw, you will be required to reimburse the Fund for the amount of the tuition wavier.
Q. What is covered under the courses/conferences/seminars application?
A: Reimbursement may be applied toward the cost of tuition at a recognized (or accredited) technical institute or business college, or via correspondence; conference fees where the conference provides career development; refund of actual expenses for course materials and textbooks, and travel expenses associated with the development opportunity.
Please note that you must have signed approval from your Dean, Department Head or Department designate (not in scope of CUPE) , and then once you have successfully completed the course/seminar or attended a conference; submit your original receipt of payment, along with your proof of successful completion to Human Resources, Room E140, Administration Building, 105 Administration Place. No pre-approval from Human Resources is required. Human Resources will post a notice on the website should the Fund be depleted (located under "Resources for Employees" and the heading “Your Professional Development” then click on the "CUPE 1975" link).
Q. Can I apply for reimbursement of a program or activity that I was enrolled in prior to March 1, 2006?
A. The Employee Development Fund is effective March 1, 2006 and is not retroactive.
Q. Do I need pre-approval from Human Resources to register for a class?
A. There is no pre-approval process by Human Resources for Employee Development. If you wish to access funds for Employee Development, you must have approval from your Dean, Department Head or Department designate (not in scope of CUPE).
A: In order to comply with Canada Revenue Agency requirements, the educational expense covered by the Employee Development Fund may be a taxable or a non-taxable benefit.
Tuition waivers or monies reimbursed to you from the Employee Development Fund for educational fees are typically considered a non-taxable benefit, provided the course benefits the employer. No tax adjustment will be made on your pay.
You can NOT claim an amount that has been reimbursed to you by your employer as a tuition tax credit on your income tax form.
The cheque advice you receive with your reimbursement will indicate if it is a taxable or non-taxable benefit. For this reason, all payments through the Employee Development Fund must be reimbursed on your monthly pay.

A: An employee may apply to their Dean, Department Head or Department designate for paid leave to attend certain courses at the U of S, a recognized technical institute or business college, or by correspondence. Approval will be at the discretion of the Dean, Department Head or Department designate (not in scope of CUPE) and will be subject to the operational requirements of the college, Department or unit. Eligible courses could include:
Q. What if I want to withdraw from a University of Saskatchewan course?
A: If you decide to withdraw from a class, you must officially withdraw through PAWS in order to be eligible for any reduced tuition assessment related to withdrawal. If you do not officially withdraw or do not successfully complete the class, you will be required to pay the full tuition cost and/or any late fees you may incur. To avoid late payment fees you would need to apply before the tuition payment deadlines. If you apply after these dates you would be responsible for any late payment fees that are assessed.
Q. What if my Dean, Department Head or Department designate initially pays for my registration/tuition fees?
A. Should your department pay your fees on your behalf, it will be reimbursed directly from the fund.
Q. What if my Dean, Department Head or Department designate approves the education event and the Fund is depleted?
A. Human Resources will post a notice should the Fund be depleted. The CUPE 1975 Employee Development Fund will not provide any reimbursement if your application is received after the Fund is depleted.
Q. When can I expect my reimbursement of my Career Development claim?
A. Applications for non-University credit classes will be reimbursed once proof of completion and original receipt of payment is received by the Administrator of the Fund provided there are sufficient funds. Reimbursement will then be made on your monthly pay on the month following receipt of your submission to Human Resources. Human Resources will post a notice on the HR website should the Fund be depleted (located under "Resources for Employees" and the heading “Your Professional Development” then click on the "CUPE 1975" link).
Q. I have applied for a Wavier of Tuition and have not heard anything. Do I need to do anything further?
A. If you have applied for a Wavier of Tuition for a U of S credit course through the Employee Development Fund, the amount of the tuition will be applied to your student account once Student Accounts & Treasury has confirmed your registration in the class provided there are sufficient funds. You are not required to take any further action at this time. You can check the status of your student account on PAWS to see when the tuition fees are paid.
Q. Now that my class is finished, do I have to do anything to ensure my tuition waiver is paid?
A. If you have given permission (on the application form) for the Administrators to verify your successful completion of the course, no further action is required by you.
If you do not give permission (on the application form) for the Administrators to verify your successful completion of the course, you must submit proof of successful completion within 30 days of completing your course. A printout from PAWS indicating your name and the passing mark you obtained is sufficient for proof of successful completion. A. If you do not successfully complete the class, or you do not officially withdraw, you will be required to pay the full tuition cost and/or any late fees you have incurred. It is possible to arrange for the amount of the tuition to be deducted from your monthly pay.
