A. Yes, if they have taught the course the required amount of times on a sessional basis and receive a positive teaching evaluation.

A. The dean of each college. If there are any doubts or questions regarding a candidate's eligibility for the right of first refusal, the dean’s office should contact Human Resources prior to conferring the right of first refusal.
Q. What time frame should be used to determine eligibility for the right of first refusal?
A. Use the current one-year period of September 1 – August 31 and the period back three years from September 1. For maintenance and reinstatement, there are special provisions under Article 14.04 and 14.05 of the Collective Agreement.
Q. Can you combine credits for teaching different courses in order to qualify for the right of first refusal?
A. No, not unless they are "closely related" courses as defined in Article 14.02 of the Sessional Lecturer Collective Agreement.
Q. Do you combine credits for teaching different courses at the University in order to determine priority for appointment purposes?
A. Yes, where two or more applicants have right of first refusal for a course, priority of appointment is given to the applicant who has taught the most credit units in the department. Courses taught in different departments are not combined.
Q. Is the right of first refusal for courses offered off campus different from the right on campus?
A. No, the right of first refusal applies to a course as listed in the University Calendar, regardless of whether it is taught on campus or off campus. Therefore, sessional lecturers who have been granted right of first refusal from credits earned teaching off campus also have the right of first refusal where the same course is taught on campus.
Q. Is it permissible to use a course that is currently being taught as a qualifying credit toward the right of first refusal?
A. No, not until all "end-of-course" work has been completed and the grades have been submitted.

A. No, the course is being taught as part of the overload provision in the University of Saskatchewan Faculty Association Collective Agreement. It is out-of-scope of the sessional lecturer bargaining unit and should not be posted.
Q. Do sessional lecturers get right of first refusal credits or priority points for courses while on a term faculty appointment? What about service points?
A. Yes, they receive priority points, but only if they taught the course first as a sessional lecturer. However, they will receive service points for courses taught on a term faculty appointment regardless whether they taught the course first as a faculty member or as a sessional lecturer.
Q. I need to appoint a sessional to replace a faculty member for a few weeks. Do I need to post this, and what is the appropriate rate of pay?
A. Contact your Human Resources Coordinator in Information Management for further information.
Q. What is the difference between service points and priority points?
A. Service points are used to determine appropriate pay levels (Level I, Level II, or Level III) while priority points determine priority for appointment purposes. (See Definitions, Collective Agreement.)
Service points include all teaching credits earned at the University, and not just the credits earned in the department, in which the individual holds the right of first refusal.
Only Sessional lecturers who hold ROFR on a course will have priority points and thus be included on the Departmental-Appointment Priority list.
Q. What is the level of the stipend that I can pay a retired faculty member who will be teaching a class for us?
A. Retired faculty members should be paid at Level III.
Q. I just found out I need to appoint a sessional lecturer to teach next term and there isn’t time to post this class. What do I do?
A. Departments may apply for a waiver of posting when circumstances do not allow for a class to be posted. See Waiver of Posting for the process. If, however, the class was already posted as a sessional offering, no waiver or posting or reposting would be required. (Link to Procedures Manual, Waivers of Posting)
Q. A sessional lecturer just informed me that they cannot teach a class next term. Do I have to repost this?
A. No. If the class was originally offered and posted on a sessional lecturer basis, then there is no requirement to repost. You may select a suitable individual to teach the class, keeping in mind your sessional lecturers with right of first refusal on the course, and follow the usual appointment practices.
