Resource allocation and planning
The integrated planning process and resource allocation planning go hand in hand, with the former driving the latter. At the beginning of each planning cycle, a multi-year operating budget framework is developed to support the university’s current integrated plan. The multi-year budget framework is based on a number of key planning parameters that are updated with the preparation and submission of the annual Operations Forecast to the provincial government and the annual Operating Budget to the Board of Governors. The key planning parameters include multi-year assumptions for the operating grant from the province, the level of tuition rates and student enrolment, salaries and benefits costs, and a number of other costs including those to operate new facilities, utility rate increases, software and systems upgrades, and compliance costs associated with legal and regulatory changes.
