- Corrections Applied to Grad Student Stipend, Resident Assistants and Clinical Instructional Staff FTE Calculations
- Changes in the manner in which annualized FTE's are calculated were introduced in 2010 to more accurately reflect actual FTE activity at the University of Saskatchewan. When calculating FTE information, Human Resources compares the standard hours that an individual works with the standard hours that a full time employee would work. However, this calculated FTE is sometimes overridden to ensure correct payment. Specific instances of this requirement to override the calculated FTE are for Graduate Student Stipends, Resident Assistants, and Clinical Instructional Staff. For other staff, the calculated FTE is not overridden.
- To ensure the correct annualized FTE is reported in the data provided to Information Strategy and Analytics, FTE values for 2009/2010 were calculated using corrected hours worked for these categories by HRD. This calculation involved dividing the number of hours worked per week by the number of hours that would have been worked had the individual been working full time. This FTE is now what is submitted to the annualized FTE process used in ISA's annual reporting.
- For the majority of individuals, this change will have no impact on the FTE used for the annualized FTE calculation process. However, the change will result in a decrease in the annualized FTE for Graduate Student Stipends, Resident Assistants, and Clinical Instructional Staff.
Surinder Saini
Director
Human Resources
University of Saskatchewan
Please note: The adjustment to the Grad Student Stipends calculation had a large effect on this category in the non-operating fund FTE's (i.e., in 2009/2010 the correction reduced this category by 271 FTE's for the institution). Since non-operating FTE data is now included in data provided to Colleges and Administrative Units for purposes of
planning in the Integrated Planning process, this data was corrected historically for all non-operating fund uView reports from 2000/2001 to 2009/2010.

- Calculation of Vacancy FTE's (and the Permanent Complement calculation, which includes Vacancies) was changed in November, 2009 to correct false vacancies generated when account numbers changed in the period between budget forcasting and the generation of fiscal year-end FTE reports. The "Vacancy" column in the report has been changed to "Estimated Vacancies" because of situations where the data representing budgeted positions is not reconcilable with data representing actual positions due to incomplete or inconsistent data elements. As such, false vacancies could result in a small percentage of the calculations. The revised calculation was applied to all reports containing fiscal years 2006/2007, 2007/2008 and 2008/2009.
