The central web coordinators provide a "comments" page at http://www.usask.ca/suggestion/. This comments page is accessible from the footer on most of the central webpages.
The script for this comments page is smart enough to determine what page the person was on when the comment was selected. It then routes the comments to the appropriate webmaster. For example, comments left from an ITS webpage would be forwarded to ITS.
All a webmaster needs to do to use this feature is make a link to the above URL from their webpage. The rest is automatic.
