d) Reminder - A Call for Nominations for the CIHR Synapse Awards
Each
year, CIHR presents three awards that recognize the importance of mentors in
developing Canada's new generation
of scientists and engineers. These Synapse Awards honour mentors who have
demonstrated excellence and made significant contributions to the promotion of
health research among Canadian secondary-school students. Candidates must be
official CIHR Synapse mentors at the time of the nomination. One of the awards,
valued at $10,000, is given to a health research group that has been active in
youth outreach activities and is intended to support the group’s future
mentorship activities. The other two awards, worth $5,000 each, are provided to
an individual health researcher involved in youth outreach efforts and an
individual master’s student, doctoral student or postdoctoral fellow who is
likewise engaged in mentorship activities. All nominations must be received
by CIHR on or before February 6, 2009. For more information on CIHR Synapse

CIHR
has made the following changes for the December 2008 launch of Funding
Opportunities:

Removed the requirement for applicants to submit the “Funding Details”
and “Funding Summaries” attachments with the Common CV. CIHR will be
requesting this information at a later date for those applications that are
funded.

- Changes
to the CIHR Randomized Controlled Trials Program
CIHR
is pleased to announce the following changes to its Randomized Controlled
Trials (RCT) Program:

The Outline requirement for submission of RCTs will be discontinued
immediately. This is intended to shorten the overall competition process
and allow for a funding decision on trials more quickly. The affected Funding
Opportunity has been revised accordingly.

The eligibility criteria for applications to the RCT Mentoring Program will
be expanded as part of the June 2009 Funding Opportunity Launch.
These
changes are the first results of the work of a Task Force convened to discuss
key issues and provide recommendations to CIHR on the RCT Program. In the role
of randomized controlled trials (RCT) champion, Dr. Michael Kramer, Scientific
Director of CIHR’s IHDCYH, assembled the members of the Task Force in January
2008. This RCT Task Force made several recommendations to CIHR for changes to
the funding and management of RCTs within CIHR.
CIHR
thanks Dr. Kramer and the Task Force for its review of the RCT Program and the
resulting recommendations. CIHR is carefully considering the issues it has
raised and the recommendations made.
The
implementation of the remaining recommendations of the Task Force is being
temporarily upheld pending the unfolding of the action plan for CIHR’s newly
launched National Strategy on Patient Oriented Research.

Reminder - CIHR Guidelines for Health Research Involving Aboriginal People Are
Now in Effect
The
CIHR Guidelines for Health Research Involving Aboriginal People were developed
through extensive consultation with Aboriginal communities and researchers
across Canada. These Guidelines
are aimed at promoting and enabling health research that is in keeping with
Aboriginal values and traditions. They do this by establishing clarity of
expectations and responsibilities among all parties.
The
Guidelines came into effect as policy for CIHR-funded research on July 1, 2008.
In practice, this means that starting with the December 2008 launch of
funding opportunities, researchers seeking CIHR funding for health research
involving Aboriginal people must now adhere to the Guidelines.
The Guidelines will apply if:
1.
Being Aboriginal is relevant to the research question (e.g., people are
recruited because they are Aboriginal);
2.
The analysis of data/biological sample will use membership in Aboriginal
community as a variable;
3.
The findings of the research will have an impact on Aboriginal people or
communities or will provide interpretation of Aboriginal history or culture.
In
practice, applicants must now indicate on their forms whether the proposed
research involves Aboriginal people and if so, they must show proof of
community approval before funds can be released. This proof can be in the
form of a signed research agreement, for which there is a template in the
Guidelines document.
In
cases where communities prefer not to establish a formal agreement, a letter of
community approval and a statement of justification by the researcher will be
accepted. It is recognised that for some types of Aboriginal health research,
identifying a specific signing authority will not be possible, in which case
the statement of justification is the main requirement. In all cases, the
applicant should show familiarity with the spirit of the Guidelines.
To
support the implementation of the Guidelines, the CIHR Ethics Office is
currently developing training material aimed at researchers, REB members and
Aboriginal communities. More information will be available through University
Research Administration Offices and on the CIHR Ethics webpage in the coming
months.

Reminder - Updates to CIHR's peer review policy manual
CIHR
has now completed major revisions to “The CIHR Peer Review Process: Policies
and Responsibilities of Grants Committee Members”, our main source guide
for the policies and procedures that regulate the way peer review is conducted
at CIHR. This manual is directed mainly at our volunteer committee members but
also contains much of interest to potential applicants, highlighting recent
policy and procedural changes that impact a broad range of funding programs,
including those outside of the open Operating Grants Program.
These
modifications are part of our ongoing efforts to make peer review at CIHR as
efficient as possible and to reflect the current state of evolution of our
funding programs. In the process, we hope that this manual has become more
useful and user-friendly. New .html and .pdf versions have now been posted on
the CIHR web site peer review page
(http://www.cihr-irsc.gc.ca/e/820.html).
This
document will be revised on a regular cycle and your feedback will ensure that
