The Government of the People’s Republic of Bangladesh has received a Credit (No. 4475 BD) in the amount of about US$ 130 million from the International Development Association (IDA) toward the cost of Secondary Education Quality and Access Enhancement Project (SEQAEP) and intends to apply part of the proceeds to payments for consulting services to be procured under the project. The following international Consultant will be recruited on the basis of individual capacity:

 

Title: International Consultant for English Support Service (Service Package S 8.2)

 

Qualification: The minimum qualification for application is: (i)At least Master’s degree in English, higher degrees like MS, M. Phil/Ph. D in the subject area will be preferred. and; (ii)B. Ed /M. Ed. /Dip-in-Ed.

 

Experience and Expertise:

 

# Strong subject expertise (English)

# Secondary /Higher Secondary School teaching experience/ experience of teaching in Teacher Training Institutes in non-English speaking countries. Preferably in South Asia.

# Experience in developing new ideas and approaches for teaching weaker students.

# Knowledge and experience in the contusion of test items for learner assessment.

# Understanding of the Teacher Education Curriculum and other Pre-service and in service teacher training modalities.

# Proven expertise in materials development ( Training Manual, Training guide, Training Module etc for English and Head Teachers for class observation/ supervision, school text book, etc)

# Experience in mentoring of teachers training of teacher supervisors / mentors.

# Computer literacy.

 

Duration: The duration of the assignment is for 6 months over the 5 years project period. It is envisaged that 3 months in 2009 and the rest to be negotiated over the project period.

 

Secondary Education Quality and Access Enhancement Project now invites eligible applicants to indicate their interest in providing the services. Applicants are requested to submit two copies (Original & Copy) of their detailed CVs (address, date of birth, training received, education qualification, employment records, experience as English Language Consultant/ Coordinator/ Expert/Advisor/Material Developers, publication in the relevant subject areas with evidence best illustration capability to handle the assignment, etc.) including relevant documents, certificates, two recent photographs and expected monthly remuneration. The consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 (revised October 2006).

 

Interested applicants are requested to collect Terms of Reference (ToR) from the office of the SEQAEP during office hours.

 

Applicants will have to submit Expressions of Interest (EOI) by March 11, 2009 in a sealed envelope and be clearly marked "International Consultant for English Support Service”. The authority has the right to accept or reject any or all the applications.

 

Only selected candidates will be requested for interview.
