SUBJECT: New program: Certificate in Indigenous Peoples Resource
Management
DECISION REQUESTED:
That Council approve the Certificate in Indigenous Peoples Resource Management
SUMMARY OF PROPOSAL:
This Certificate program will consist of six courses (18 credit units) to provide Aboriginal land managers with concepts and principles applicable to resource management in the various regions of Canada. The courses cover the management, environment and legal issues relating to land and resource management.
Courses:
IPRM 100.3 Introduction to Legal Concepts in Resource Management
IPRM 101.3 Introduction to Management Issues
IPRM 102.3 Environmental Studies I – Economics and Law
IPRM 103.3 Resource and Environmental Studies
IPRM 200.3 Legal Processes and Instruments in Resource Management
IPRM 210.3 Resource Management Project Assessment
The courses will be delivered over three sessions in a 12-month period, including on-campus sessions followed by distance education.
COMMITTEE COMMENTS AND RECOMMENDATION:
Academic Programs Committee
At its January 6, 2006 meeting, the Academic Programs Committee approved the following motion: That Academic Programs Committee recommend approval of this program. In the memo to the college regarding approval of this program, the Committee also agreed to note that if federal funding ends before all of the students had graduated, then the College of Agriculture would be obliged to maintain the program until these students had completed it. The College was also asked to confirm the degree program or programs to which these courses could be credited.
Budget Committee
The following motion was carried at the February 2, 2006 Budget Committee meeting:
That the Budget Committee recommends to the Planning Committee the approval of the Indigenous Peoples Resource Management Program, with the acknowledgement from the College of Agriculture of any financial responsibility associated with the program.
Planning Committee
At its March 1 meeting, the Planning Committee agreed to recommend approval of this program.
