1. Assessment of academic strengths and strategies
The Review Committee will assess and comment on:· The plan's academic adherence to Council's strategic documents such as the Framework for Planning, Renewing the Dream, and other Council-approved foundational documents.2. Assessment of plans for academic renewal
· For those colleges that have undergone SPR, the use of SPR recommendations in the formulation of the plan.
· Whether the college is attempting, where appropriate, to increase its intensiveness in research, scholarly work and artistic work, within the context of maintaining excellence in teaching.
· Whether the college has attempted, where appropriate, to integrate its academic mandate with other colleges to achieve academic excellence and/or efficiency of program delivery.
· The contribution of research units and centers to the academic/service mandate of that college as reflected in the college plan.
The Review Committee will assess and comment on:· Attempts to build upon existing high quality instructional and/or research programs, or to build up new or existing programs to high national or international standards.
· Planned reallocation of existing resources and the extent to which these have been proposed in a balanced manner to build and maintain critical mass necessary for programmatic quality.
· The degree to which budget estimates associated with priority items anticipate the full cost of change.
Procedures for the review of college plans1) It is recommended that a College Plans Review Committee be responsible for the detailed review and assessment of college plans.
2) As soon as college plans have been submitted and the Integrated Planning Office completes the initial assessment for compliance with the resource and college templates, the Review Committee will begin its work on review, assessment and approval of college plans.
3) Each plan will be reviewed and a preliminary assessment report will be prepared. Where appropriate or deemed necessary by the Review Committee, other Council Committees may be consulted for input into the review and assessment report.
4) The Review Committee's initial assessment report will be shared only with the college whose plan is under review. The college will have a chance to answer any concerns or questions raised by the Review Committee, before the Review Committee completes its report and delivers it to Council.
5) The Review Committee will prepare a final assessment report on each college plan with an analysis of how the plan addresses the issues (above) related to academic strengths and strategies for academic renewal. College feedback will be included in the report.
6) The Review Committee's assessment report on each college plan will be tabled at Council for approval. As was noted during discussion at the June 19 Council meeting, the Review Committee will report through Planning Committee to Council, but its reports will be transmitted in their entirety to Council.
7) It is envisioned that the College Plans, Council's approved assessment, along with the Strategic Directions and the Foundational Documents would form the basis for the development of an institutional plan by the Provost's Committee in Institutional Planning (PCIP) which will be submitted to Council for discussion and approval and the Board of Governors for multi-year budget approval.
Structure of the College Plans Review Committee
The College Plans Review Committee will be constituted as a sub-committee of the Planning Committee of Council. It will include all members of the Planning Committee augmented by at least one member of APC, Budget and CRSAW. Additional members maybe added to balance academic representation.

The assessment criteria for the Review Committee should be read in conjunction with the Allocation Principles (click here) developed by the Provost's Office, through which the Provost's Committee on Integrated Planning (PCIP) will be making its recommendations to the Board of Governors for funding of College initiatives.
