Purpose:

The University of Saskatchewan recognizes the need to be prepared for major emergencies and disasters in order to minimize the impact on students, faculty, staff, operations, environment and damage to property. The primary goals of University emergency preparedness are:

• to provide an effective response to major emergencies and disasters.
• to promote measures designed to facilitate cost-effective recovery and the resumption of normal operations within the shortest possible time period.

This policy sets forth the authority and responsibilities for University emergency preparedness and measures to respond to major emergencies or disasters as defined in Section 1.1.2 of the University of Saskatchewan Emergency Measures Plan.

Policy:

• The University Emergency Measures Planning Committee is responsible for University emergency planning, and the development, maintenance and periodic testing of the University Emergency Measures Plan. It is also responsible for the coordination of University emergency preparedness training, contingency planning and recovery planning.
• The University Emergency Measures Planning Committee reports to the Board of Governors through the Land and Facilities Committee of the Board.
• The University Emergency Measures Planning Committee shall consist of the following persons:
  • Vice-President (Finance and Resources)
  • University Emergency Measures Coordinator
  • University Emergency Measures Coordinator Alternate
  • A Deans' Council Representative
  • Associate Vice-President Information and Communications Technology
  • Associate Vice-President (Facilities Management)
  • Associate Vice-President (Student Affairs and Services) or his/her designate
  • Director of Security Services
  • Director of Health, Safety & Environment
  • Director of the Office of Communications
  • Director of Consumer Services
  • A representative of the Animal Care Committee
  • City of Saskatoon Emergency Measures Organization Coordinator
  • University of Regina Emergency Planner

Procedure Summary:

• In the event of a major emergency or disaster, the University of Saskatchewan shall respond in accordance with the authority, organizational structure, procedures and individual plans set forth in the University of Saskatchewan Emergency Measures Plan.
• The University Emergency Operations Control Group as set forth in the University of Saskatchewan Emergency Measures Plan, under the operational command of the Vice-President (Finance and Resources) or his/her designate, is authorized to coordinate, direct and control University response to major emergencies or disasters affecting the University of Saskatchewan.
• The University Emergency Operations Centre shall be established and maintained as the central location for the operation of the University Emergency Operations Control Group during a major emergency or disaster.
• The University of Saskatchewan Emergency Measures Plan, and the University Emergency Operations Centre, may be activated by any of the following or their designated alternates:
  • Security Services Shift Supervisor
  • Director of Security Services
  • Associate Vice-President (Facilities Management)
  • Director of Health, Safety & Environment
  • University Emergency Measures Coordinator
  • Vice-President (Finance and Resources)
  • President
• Following the occurrence of a major emergency or disaster as defined in Section 1.1.2 of the University of Saskatchewan Emergency Measures Plan, the President or his/her designated alternate will announce a University Emergency Situation. Upon such an announcement, the University will operate in accordance with the University of Saskatchewan Emergency Measures Plan until the President or his/her designated alternate announces the cancellation of the University Emergency Situation.
• Each University organizational unit shall develop and maintain emergency contingency and recovery plans based on an assessment of the specific risks present in the unit. The University Emergency Measures Planning Committee shall assist departments through the provision of resource material including risk assessment guidelines and template plans.
• The University of Saskatchewan will have a formal agreement with City of Saskatoon concerning emergency measures plans and operations.
